Moonstruck and an awful topcoat

So I live in CVS and awhile ago, I bought the Poshe topcoat and Confetti Moonstruck. Now Moonstruck is in the greige category which I absolutely love right now so when I saw it, I quickly grabbed it up. It is pretty much opaque so I got good coverage in 2 coats. Great polish for $1.99. Now let's talk about this topcoat. Can you say hate? Now I know my polish was dry when I went to put on the topcoat but look at these pictures. Do you see those brush strokes? That is pretty much ridiculous. Have any of you used this and had the same problem? I won't buy this again.
